How it works
IRCC converts each of the four skills separately using its official equivalency tables. Your lowest skill decides whether you get the French bonus — there is no averaging.
For TEF Canada, use the “Équivalence ancien score” column on your attestation (listening /360, reading /300, writing and speaking /450), not the /699 score. For TCF Canada, listening and reading are out of 699 and writing and speaking out of 20.
